Shema Yisrael

Every day there is a mitzva to accept the yoke of Hashem's kingship that we fulfill daily by saying Shema. So how can there be an opinion in the gemara [Rosh Hashana 32] that Shema Yisrael isn't a pasuk of Malchus??
