Hirhur Ki-dibbur

The Mishna says that if one hears Megilla from a חרש שוטה וקטן, he is not יוצא. 

According to the opinion that holds הרהור כדיבור דמי [thinking is like speaking], he should be יוצא because as he was listening, he was also thinking the words??!!
