The Mishna in Keilim [28-1] talks about taking a cloth and forming it into a ball. Why would one do THAT??

ר' עובדיה מברטנורא כלים כ"ח:א'
אוֹ שֶׁעֲשָׂאָהּ כַּדּוּר. שֶׁלָּקַח הַבֶּגֶד וּכְרָכוֹ עָגֹל כְּמִין כַּדּוּר, כְּמוֹ שֶׁעוֹשִׂים לְתִינוֹקוֹת, וּתְפָרוֹ:
Balls [and all toys for that matter] are for children.
