Rav Volbe once gave a shiur and related that it upset him to see men walking down the street trying very hard to avert their glances from women.
Why would that bother him?
He explained that human nature is that the moment he lets down his guard for a moment, he will look and thereby stumble. The correct approach is to be immersed deeply in thoughts of Torah so that he doesn't even notice. When he is deep in thought he is not even there. If he is not there then there is nothing to look at. As the Baal Shem Tov taught - Where a man's thoughts are is where he is.
