I was confused as to whether this means Washington Heights or the original Puerto Rico. I mean, what on EARTH would the guy be doing in Puerto Rico [maybe recruiting people to come live in the city after all the Jews and rich people scatter]? So it must mean the Heights.
As for Malcolm X [why they named X after him nobody knows] - he said a LOT of very dumb [like that Avraham Avinu was a Muslim] and hateful things. Here is one doozer:
