During the period of the התנתקות - when Jews were cruelly forced by צה"ל to leave their homes in Gush Katif in order to give the territory to the Arabs [in retrospect - a REALLY bad move. REALLY, REALLY bad], the BIGGEST Rav in the Dati Leumi world, Rav Avraham Shapira, was also served as Chief Rabbi, called for chayalim to be מסרב פקודה i.e. not to follow the directive of their army commanders. MUTINY!! Not the Caine Mutiny but the Israeli Army Mutiny. Not only him. Many Rabbonim paskened this way. If the army tells us to go against the Torah we may not listen. Just like if our parents tell us not to follow the Torah we may not listen.
Was it really against the Torah to give Gush Katif to the Arabs?? Maybe it will bring peace and save lives?!! [That was the claim]. The answer was that it is against Halacha [as the Rabbonim understood it] and thus army sharmy - it is forbidden to listen to them. Hashem and Halacha and the psak of the Rabbonim is higher than the secular establishment that cares about Halacha like I care about the WNBA playoff race.
That was one prominent Dati Leumi position. Other Rabbonim (fascinating debate!!!) felt that the soldiers should listen b/c otherwise it will bring to the crumbling of the army and put us in mortal danger or that maybe the Halacha mandates the giving over of Gush Katif. I am not aware of any Rav who says that the secular establishment trumps Torah, Halacha and Hashem.
