Two Shehechiyanus

Tosfos [Megilla 4] holds that one makes a שהחיינו on the Megilla reading both at night and by day [the Rambam says that one שהחיינו suffices]. What's the deal with that?? We always make a שהחיינו on a  mitzva that comes from time to time ONCE. Why here twice??
