Hashem in His Torah promises bracha to anyone who gives Tzdaka.
נָתוֹן תִּתֵּן לוֹ וְלֹא יֵרַע לְבָבְךָ בְּתִתְּךָ לוֹ כִּי בִּגְלַל הַדָּבָר הַזֶּה יְבָרֶכְךָ יְהוָה אֱלֹהֶיךָ בְּכָל מַעֲשֶׂךָ וּבְכֹל מִשְׁלַח יָדֶךָ. [דברים ט"ו י']
This is not enough for people. That is why organizations are constantly making lotteries and raffles and other gimmicks to extract donations.
So a definite promise from Hashem doesn't work for people. But an .0000000001 percent chance of winning an apartment [that most people don't need because most people already own at least one apartment - and often more than one] does.
This is because people's belief in Torah is weak. That is a sad but undeniable fact - which explains many many other things. ואכמ"ל.
