Rebbe Meir paskens that מעשר שני is ממון גבוה and such dough is thus patur from חלה and one can't be yotzei with מצה and אתרוג of מעשר שני because in order to be חייב one must own the food [see Pesachim 38 for more information].

But shockingly [ostensibly to keep people off social media and those mindless Jewish music videos that get millions of views and instead learning] the Rambam paskens that dough of מעשר שני IS חייב בחלה. He ALSO paskens that one CAN be yotzei with מצה and אתרוג of מעשר שני.
