I Have An Answer - I Think - בס"ד

I have a simple answer to the question I presented at the end of this post.

A person who is a true גברא רבא [distinguished individual] such as Rebbi has the כח to blow that "wind"  in order to make room for a different Torah - just as Hashem did at הר סיני. A smaller man is very immersed in the sugya but lacks such a capacity.
