נכרי שהביא שלמים מקריבין אותן עולות שהעכו"ם לבו לשמים נדר שלמים ונתנם לישראל על מנת שיתכפר בהן לישראל אוכלין אותן הישראלים כשלמי ישראל וכן אם נתנן לכהן כהן אוכלן:
When a gentile brings peace-offerings, they should be sacrificed as burnt-offerings, for [the intention of] a gentile's heart is [for the sake] of heaven. If he gives them to a Jew with the intent that a Jew receive atonement, the Jew may partake of them like the peace-offerings of the Jewish people. Similarly, if he gives them to a priest, the priest may partake of them. [Rambam Maaseh Hakorbanos 3/3]
Now, the idea that the intention of a gentile's heart is for the sake of heaven, mean, according to Rashi (Menachot 73b) that the gentile desires that his sacrifices be offered entirely to God and not have mortals partake of them.
1] Let us say that the gentile INSISTS that his heart is not לשמים and he wants to partake of the korban as one does of a שלמים - does that work?
2] When does the korban become an עולה - from the get-go or from after the time of the shechita it is transformed into an עולה?

A] Meilah - If it is an עולה from the get-go then there is מעילה from the start [until the הקרבה]. If it is a שלמים from the start then the איסור מעילה only starts after זריקת הדם.
B] Where the animal is shechted. If it is an עולה then in the north. If it is a שלמים then anywhere in the עזרה.
C] Does he shecht לשם שלמים or לשם עולה?
3] The Rambam says לבו לשמים. Who cares!!? The rule is that דברים שבלב אינם דברים?!!
