I grew up on the יסוד of the בעלי המוסר that בין אדם לחבירו is אש and thus there is a very severe punishment even in the absence of an actual חטא. Proof from פנינה and חנה and רב רחומי's tarrying on ערב יו"כ and רב כהנא and רב יוחנן. This is a theologically thorny proposition. עונש w/o חטא??
