Matza Of Tevel

Tosfos in Succah [דף ל] asks why we need a pasuk to exclude being yotzei with matza of tevel, why don't we just say that it is a מצוה הבאה בעבירה and that should suffice?? They didn't answer. 

Roared the Shaagas Aryeh [סימן צ"ב], what is the problem: If he has no other matza he could fulfill the mitzva with matza of tevel because of עשה דוחה לא תעשה and it wouldn't be a מצוה הבאה בעבירה. So we need a pasuk to teach us that one can absolutely not be yotzei!

Question on the Shaagas Aryeh: How could one possibly entertain the possibility [which would mean that the possibility would have a GREAT time!!😊😊] that he could be yotzei with matza of tevel [or chodosh for that matter - see Minchas Chinuch]? The Gemara says that the matza needs to be fitting for all seven days of Pesach [מצה הראויה לשבעה] and such matza only works for the first night [when one could say עשה דוחה לא תעשה] but not after???
