In the Bris Bein Habesarim, Hashem promises Avraham that the Jews would be slaves in Egypt and then inherit Eretz Yisrael. The pasuk then says [15-16]:
וְד֥וֹר רְבִיעִ֖י יָשׁ֣וּבוּ הֵ֑נָּה כִּ֧י לֹֽא־שָׁלֵ֛ם עֲוֹ֥ן הָֽאֱמֹרִ֖י עַד־הֵֽנָּה:
And the fourth generation will return here, for the iniquity of the Amorites will not be complete until then.
Rashi:
כי לא שלם עון האמורי: להיות משתלח מארצו עד אותו זמן, שאין הקב"ה נפרע מאומה עד שתתמלא סאתה, שנאמר (ישעיה כז ח) בסאסאה בשלחה תריבנה:
for the iniquity of the Amorites will not be complete: that they should be sent out of their land until that time, for the Holy One, blessed be He, does not punish a nation until its measure is full, as it is said: (Isa. 27:8):“When her measure is full, when You send her away, then You will strive with her.”
This is odd. Eretz Yisrael is OURS!! Who cares whether the residents of the land are sinful or not?? The pasuk says we can only get the land because the sins of the Emorites [and other residents of the land] are complete.
From we see a great moral lesson about the way Hashem runs the world. Every judgment of Hashem has to be justified on all ends. So Hashem will not say "My children deserve the land so I will just get rid of the Goyim in order to make room for them. It was theirs already from the creation of the world [as we see in many sfarim] so it doesn't really matter how the natives are behaving."
No. The Jews deserve their inheritance but until the Goyim are guilty of their own sins they can't be displaced.
That is also how the Rashi on the first pasuk on Chumash is explained - "For if the nations of the world should say to Israel, “You are robbers, for you conquered by force the lands of the seven nations [of Canaan],” they will reply, "The entire earth belongs to the Holy One, blessed be He; He created it (this we learn from the story of the Creation) and gave it to whomever He deemed proper When He wished, He gave it to them, and when He wished, He took it away from them and gave it to us.".
We have to understand the ethical rectitude of what we do.
