Upon the publication of another sefer by my Rebbi, HaGaon Rav Yaakov Dovid Homnick Shlita, Marbeh Mishpat on Maseches Sanhedrin, I am presenting one simman from the new sefer [it had previously been digitalized but never produced in hard copy until now]. I cannot tell you how amazing a talmid chochom Rav Homnick Shlita is and how unique his sefarim and derech halimmud are. He precisely analyzes every LETTER of the Gemara and Rashi, asks extremely insightful questions that you wonder how you missed and builds beautiful and always original approaches to the sugyos. [Even if maybe not everyone is not always going to be 100 percent convinced by the conclusions, the QUESTIONS that were presented should give one no rest until the depths are plumbed!]
In this piece he reveals how the gemara is alluding to two different powers of the Beis Din.
Sanhedrin 32b:

Our Rabbis taught: Justice, justice you shall follow, means, You shalt follow an eminent Beis din, as for example, [follow] R. Eliezer [b. Hyrkanus] to Lod or R. Johanan b. Zakkai to Beror
Hail. It has been taught: The noise of grindstones at Burni [announced] a circumcision [was
being performed]; and the light of a candle [by day, and many candles by night] at Beror Hail,
showed that a feast [was being celebrated] there.
Our Rabbis taught: 'Justice, justice you shall follow', this means, Follow the scholars to their
academies. e.g.. R. Eliezer to Lydda, R. Yochanan b. Zakkai to Beror Hail, R. Yehoshua to Peki'in, Rabban Gamaliel [II] to Yavneh, R. Akiva to Bnai Brak, R. Masia to Rome, R. Chanania b.
Tradion to Sikni, R. Yosi [b. Halafta] to Sepphoris. R. Yehudah b. Beseira to Nisibis, R. Yehoshua to the Exile, Rabi to Beis She'arim, or the Sages to the chamber of hewn stones.
