על יום שמיני עצרת נאמר בחז"ל שהוא מצד בקשה של "עשו לי סעודה קטנה קשה עלי פרידתכם". אולם מה תועיל עצרת של עוד יום אחד, הלא אז גם מיום זה יצטרכו להפרד, ומה יועיל השיהוי לעוד יום?
אלא שכאן "ליגט די הארץ פון כנסת ישראל", שומעים דפיקות לבה של כנס"י, שסידרו יום הפרידה יחד עם שמחת התורה ומתורה אי אפשר להפרד שהלא על התורה אמרו חז"ל דמגנא ומצלי אף בעידנא דלא עסיק בה. [מאמרי פחד יצחק נ"ח]
Chazal say about Shmini Atzeres that Hashem doesn't want to part from His beloved people after Succos, so he made one more day for us to be together with him. But it seems that we are just pushing off the inevitable, for the next day we will again have to part, so what will it help to have that extra day?
Here lies the heartbeat of the Jewish People. Our rabbis arranged the day of parting together with Simchas Torah [which is not from the Torah unlike Shmini Atzeres] and from Torah we can never part, as the Gemara says about Torah that even when we don't learn it protects us from harm.
The Torah is eternal so by celebrating the day of Shmini Atzeres with Torah we ensure that we will never part from Hashem.

This of course also explains the Gemara [Brachos 31a] that says that when one parts from his friend it should be with divrei Torah. Since the goal is to create a bond that will not break despite the physical separation, the best way to create this lasting bond is with something that lasts forever, namely - Torah [עי' עין איה על הגמרא].
