Teshuva is ALWAYS present in our hearts. Even at the very moment of sin, Teshuva is stored deeply in the human soul. The Light of Teshuva is eventually revealed when the man is called to Teshuva and returns. In the very depths of creation and our practical life Teshuva is found because it preceded creation and even before sin [the tikkun of], Teshuva is already waiting in the wings. Therefore, there is nothing more certain than Teshuva and in the end, everything will be fixed and by a kal va-chomer the Jewish people are promised that they will do Teshuva and return to their original will, to actualize in life the nature of their souls despite all of the walls of iron that interpose and prevent the revelation of this very strong nature.
There is a great lesson here. It is assumed that we will fail, mess up and sin. That is axiomatic. This means that we can forgive ourselves and others for our imperfections. The test is not to never fail. The test is to admit our shortcomings and improve on them.
