Adding Mitzvos

The Yerushalmi [Megilla 1-5] says that the Rabbis were bothered by the fact that the mitzva of reading the Megilla was instituted when the Torah forbids one to add on to the mitzvos. Why weren't the Rabbis bothered by the addition of the mitzva of lighting Chanuka candles?
