You are where your thoughts are the because the primary element of a person is his soul and not his body. When a person thinks about some other place his soul travels there. The power of thoughts are expressed in the fact that one's thoughts during intercourse influence the nature of the child that will be born from this act.
When one thinks about the unity of G-d he becomes like a "twin" to Hashem's one-ness. When one clings to Torah he becomes fire just as the Torah is fire.
An action is like the body while the intention and thought behind it are like the soul. An action done without thinking lacks a soul. That is why one who is מתעסק and doesn't at all intend to perform a certain forbidden action is not culpable. The exception is חלבים ועריות when one doesn't intend to eat a forbidden food but nevertheless eats it or if one thinks that he is having relations with his wife and it turns out that it is the wrong wife. In such instances the pleasure creates the sin. [We will hopefully discuss this in a future post].
When one has a thought to sin it is not considered a sinful act [besides sexual or idolatrous thoughts which are inherently forbidden]. This is because a person has a holy, pure soul and the thought was just a nonsensical, passing sensation. It is only when a person carries out the thought that the thought gains power as it combined with action. The notion of teshuva is NOT that a person changes the action but that can't be done. Teshuva is changing the thought pattern rendering the act thoughtless and thus not sinful.
בכל פעולת האדם המעשה הוא כמו גוף והמחשבה נשמה, וגוף בלא נשמה אינו כלום, לכך מתעסק פטור, ואינו כשוגג דעל כל פנים מתכוין למעשה, מה שאינו כן מתעסק שאין שום כונת המחשבה, רק בחלבים ועריות שכן נהנה, ובהנאת אדם אי אפשר שלא יתכוין בהעלם כל שהוא על כל פנים, שבטבע האדם מרגיש בהנאתו אף על פי שאין יודע בעצמו שאינו זוכר. וידוע נשמה שנתת בי טהורה, ולכך מחשבה רעה אין הקב"ה מצרפה למעשה (קידושין מ'), כי באמת כל מחשבות רעות הוא מרוח שטות שהוא דמיון המתדמה לחכמה כקוף בפני אדם כידוע. רק כשיוצא לפועל במעשה ובעשייה שם הוא מקום שליטת הרע וכח הדמיון. ובתשובה שלוקח כל המחשבות ומחזירן למקורן ממילא נשארו הפעולות גוף מת בלי חיות. ומכל מקום צריך סיגופים לגוף נגד הגוף שיכלה מהר.

The upshot is that when one has a negative thought he is actually there doing what he is thinking. So thinking an illicit thought about a married woman is a subtle form of adultery.
