The Shulchan Aruch [Yo"d 359-2] says that women should not follow the dead body to the cemetery. The Shach [ibid] says that if they do then they cause great evil to descend upon the world.
This Halacha is routinely ignored.
The Minhag in Yerushalayim is that the Chevre Kadisha guy announces after the eulogies and before the מת is taken to the cemetery to be buried "Minhag Yerushalayim is that women DO NOT go to the cemetery." Then, quite often, women do just that.
So we can confidently say that Minhag Yerushalayim is for the Chevre Kadisha to announce that women should not go out with the מת to the cemetery after which women go out with the מת to the cemetery. 😄
I am often so impressed with the tolerance shown by those old-time Yerushalmi Chevre Kadisha guys who see how what they just said is being completely ignored and don't try to stop it.
In general, I am impressed by religious Jews who countless times see and hear things that are offensive to them but [knowing the negative consequences] say nothing in protest [one out of a billion they do react in negative ways and THAT makes it into the papers]. One example is when women walk around in various states of undress, which makes religious people very uncomfortable. One could even argue that women should be considerate before they leave the house and ask themselves "Will the way I dress offend or make others uncomfortable?" and only then get dressed. But for that one could use mussar and I don't expect secular chiloni women to learn mussar.
But like all of us - they need it....
