Chazal made a special decree that in order to make an עירוב חצרות we have to rent out the apartments of the Gentiles. Since that will be a big hassle and they might not even agree, it will serve as a deterrent from living among Gentiles [from whom we will learn non-Torah behaviors] and we will instead live among Jews.
