פַּלְגֵי־מַ֣יִם לֶב־מֶ֭לֶךְ בְּיַד־יְהֹוָ֑ה עַֽל־כׇּל־אֲשֶׁ֖ר יַחְפֹּ֣ץ יַטֶּֽנּוּ׃
The king's heart is in Hashem's hand like the watercourses. He turns it wherever he desires.

פלגי מים לב מלך ביד ה' – הגם שלב האדם הפרטי נתון ברשותו והבחירה בידו, לא כן לב המלך, אחר שבבחירותו תלוי אושר הכלל, ואם יבחר בדרך רע ישחית רבים ועצומים, לכן ליבו זה הכללי הוא ביד ה', והוא בענייני הכלל משולל הבחירה.
ומדמהו לפלגי מים, שהמים, ברדתם מהררי עד וממקורות רבות, יתאספו ויהיו לנחל שוטף... ועל-כן ישתדלו האנשים לחפור להם תעלה ולהטותם אל מקומות הצריכים, וליישרם ולהסב אותם מן מקומות הבלתי צריך, וכל-שכן ממקומות שיזיקו וישטופו, אחר שזה צורך הכלל.
כן לב מלך, אחר שממעשהו יפלגו ענייני הכלל, אם לשבט אם לחסד, אם למלחמה אם לשלום, הם ביד ה', ויטה אותם כפי רצונו, בהנהגת הכלל, אם זכו יטהו לטובה, ובהיפך. ולא ימתין לשנות גמר מעשהו לפי רצונו, רק תחילת נטיית הלב יטה לרצונו, כמו שמטים פלגי מים בהתחלת הפלגותם.
Malbim's explanation of the matter from Proverbs 21:1
Streams of water are the king's heart in the hand of the Lord – even thoough the heart of the individual is under his control and choice is in his hand, the king's heart is not. This is because the well-being of the community depends on his choices. If he chooses an evil path, he will corrupt many and powerful people. Therefore, this general heart is in the hand of the Lord, and he is devoid of choice in matters of the community.
And he likens it to streams of water, which, as the water descends from the mountains and from many springs, will gather and become a flowing river... And therefore, people will strive to dig a canal for themselves and divert them to the necessary places, and to straighten them and turn them away from unnecessary places, and all the more so from places that will harm and flood, since this is a public necessity.
So too, the heart of a king is in the hand of the Lord, and after his actions divide the affairs of the community, whether for good or for evil, whether for war or for peace, they are in the hand of the Lord, and He directs them according to His will, in the governance of the community. If they are worthy, He will direct them for good, and vise versa. And He will not wait to change the final years of his work according to his will, but rather the beginning of the inclination of the heart will He incline to His will, just as they incline streams of water at the beginning of their flow.
