A Get In Eretz Yisrael - HELP

The Mishna says [Gittin 2a] that if someone brings a get in Eretz Yisrael he doesn't have to say בפני נכתב ובפני נחתם. The Mishna continues  ואם יש עליו עוררים - Rashi explains  - And if the husband challenges the get, יתקיים בחותמיו - it will be verified with it's signatures. Rashi says [ד"ה יתקיים בחותמיו] that witnesses will come to verify the signatures. And he adds that in the absence of a challenge, מסתמא it is a kosher get [so you can eat it!] because in E.Y. they are בקיאין לשמה and there are always going to be witnesses around to verify the get. 

The questions: 

1] The language of the mishna seems misleading. It says ואם יש עליו עוררים which implies that there could be many people challenging the get when in fact it is only the husband who can do so [as Rashi explains]. So why doesn't the Mishna say "ואם הבעל מעורר"? 

2] How does it help us if witnesses will be around to verify the validity of the get if they didn't actually do so?? I understand how the fact that in EY they are בקיאין לשמה helps us but how does the MERE POTENTIAL of finding witnesses help? 

3] [This is a bomb] Rashi should have explained on the words המביא גט הארץ ישראל אינו צריך לומר בפני נכתב ובפני נחתם that the reason is that it is מסתמא kosher because they are בקיאין לשמה etc. and therefore the declaration is unnecessary. Why did he wait until the words יתקיים בחותמיו which is talking about a case where it is NOT assumed to be kosher??
