I heard about a RY of a Hesder yeshiva who said that it is not worth the battle to talk to boys about הוצאת זרע לבטלה. It won't help.
After asking mechila I want to strongly disagree. CHAS VI-SHALOM!!! If boys consistently sit in a dorm and eat unkosher or make phone calls on Shabbos then no Yeshiva would let that pass [unless it is a place for OTD or other such kids]. We never say that people sin and won't stop no matter what we say. We have free choice [and the fact that it is "free" makes it all the more attractive]. הוצאת ז"ל is a breach in the foundation of our Avodas Hashem ["יסוד" in Kabbalah]. We must ourselves overcome and help those who struggle overcome.
