The Abarbanel asks what was the point of Yocheved putting Moshe in the basket? It was a flimsy little basket?? So either the Nile would overturn it and he drowns [ח"ו] or someone finds him and throws him in the river [ח"ו]?! She had no way of knowing that Bas Paroh would come and save him.
The Baalei Mussar ask what was the point of Bas Paroh extending her arm to take Moshe out of the river - it was out of her reach and she needed a miracle that her arm should extend?! They answer that she did ALL SHE COULD DO and left the rest up to Hashem. And in fact the miracle transpired and [as the gemara relates] her arm extended.
Maybe we can suggest that Yocheved did ALL SHE COULD [as feeble as it may have seemed] and left the rest up to Hashem. [It is also worth nothing that the pasuk says that she put him in the "סוף" - the reeds (NOT THE RIVER ITSELF), על שפת הנהר, on the EDGE of the river, which gave him more of a chance than the decree of Paroh, which was to throw the babies directly in the water.]
The lesson for us: We are partners with Hashem. We do our part - He does His. All we can do is our part and then relax and leave the rest up to Him to do His magic.
