"ועיר פרא אדם יולד" [Iyov 11-12]
Man is born a wild donkey.
It is only if this "donkey" is "tamed" will a human being be produced. From this עיר פרא - a man must be born, אדם יולד.
Another word for taming is "education". We were educated not to be vilde chayos [an approximate Spanish term for עיר פרא] so we don't act like one. But people who weren't fortunate enough to receive such an education follow their nature. Another possibility is that people ARE educated but choose to ignore what they are taught and follow their animalistic side.
This is important information. We have to know what lurks inside of us. It can come out at any time.
Fortunately, we ALSO have a Godly soul. So there is a battle of the titans going on. Who is going to win?? A human being can be Rav Aryeh Levine [to give an example of one of countless Tzadikei Ha-doros] and he can be Mike Tyson [one example of myriads of such people]. Same species. [Betcha never heard those two mentioned in the same sentence].
We get to choose. So on the same day people who chose their Godly soul were learning Torah and singing the praises of Hashem on Shabbos while resting His rest - others only minutes away pretended they were animals in the jungle. Like Rav Charlap ztz"l explains: Just like animals have a quality of כוונתו להזיק - they just cause damage for damages sake, with no personal benefit - so man.

What is man, that You are mindful of him? And the son of man, that You think of him?
Yet You have made him but little lower than the angels, and have crowned him with glory and honor.
