Is one allowed to learn Erev Tisha B'av? Machlokes. [This year's ערב תשעה באב שחל להיות בשבת is also a machlokes].
Why don't we learn on Tisha B'av?
1] The churban was due to bittul Torah so we stop learning to remember that.
2] The galus causes bittul Torah [as, may I add, is my personal galus.....] so to remember we don't learn.

Is there a chiyuv to learn those permitted sections on Tisha B'av? Most likely. Talmud Torah is a chiyuv and not a reshus.
