There is a mitzva to call out to the enemy with an offering of peace before waging war. Says the Rambam [סה"מ ל"ת נ"ו]:
"שנשאל השלום קודם המלחמה ושנבקש מהן שישלימו עמנו".
Why the redundancy? [So obvious yet almost nobody seems to point this out].
What is also worth noting is that the Rambam doesn't write this in the context of the actual mitzva to call out in peace but rather when he contrasts the איסור of doing so with עמון and מואב.
