המחזיר נשמות לפגרים מתים

The ברכה of המחזיר נשמות לפגרים מתים is based on the pasuk -

  ישעיהו ל"ז:ל"ו

וַיֵּצֵא מַלְאַךְ י"י וַיַּכֶּה בְּמַחֲנֵה אַשּׁוּר מֵאָה וּשְׁמֹנִים וַחֲמִשָּׁה אָלֶף וַיַּשְׁכִּימוּ בַבֹּקֶר וְהִנֵּה כֻלָּם פְּגָרִים מֵתִים.

These are BAD guys! 

In fact, Eliyahu Bachur pointed out that every time the word פגר is used about a dead person, it refers to רשעים.

So why did Chazal choose that word to describe ..... us the good guys?? [The bad guys are not going to receive their souls back...]
