Shabbos is the HOLIEST day. That is why the punishment for transgressing Shabbos is more severe [סקילה] than the punishment for transgressing Yom Tov.
Why then do we bring the FEWEST number of Korbanos for Mussaf of Shabbos which is seemingly tied to Kedushas HaYom?
