אנחנו עוברים להצעה לסדר -היום של חבר-הכנסת בגין - להפסיק משלוח מדים ותת-מקלעים מתוצרת ישראל לגרמניה.
מנחם בגין (תנועת החירות):
גברתי היושבת-ראש, הבושה והכלימה של משלוח עוזים, פגזים ומדים לחיל גרמניה, אשר מפקדיו הגבוהים כולם שירתו את היטלר משמיד היהודים; אשר פקדו או פיקחו על השמדתם באופן אישי, אף בימים כאשר אזרחי גרמניה אשר לפעילותם הנפשעת אחראים העם והממשלה הגרמניים - על-פי החלטה פה אחד של הכנסת - מספקים להיטלר של ימינו, עבד-אל-נאצר, נשק להשמדה המונית של שארית הפליטה של עמנו; - החרפה הזאת, בה אנו מציעים לדון, קשורה במסכת היחסים הכלליים עם גרמניה. אני מודה ומתוודה, שבתפיסת היחסים האלה לא הייתי מעולם ואינני שותף להערכתו של מי שנושא באחריות מכרעת לעסקה הכפולה והמחפירה הזאת.
אין פלא. מר בן-גוריון, גברתי היושבת-ראש, הוא אחד מאלה שביזמתם ובהסכמתם נחתם ההסכם הראשון בתולדות הדור עם היטלר ועם ממשלתו. אמנם כן, האנגלים בעניני הצי, הצרפתים והאנגלים במינכן, הרוסים במוסקבה, חתמו על הסכמים עם הנאצים, ובימים ההם טענו כולם שההסכמים האלה היו כורח הזמן ולמען האינטרס העליון של עמיהם, כמו שטוענים כיום ביחס להסכם ההוא הסוכנותי-גרמנו-נאצי. אבל העובדה המזעזעת היא שאת ההסכם הראשון עם ילוד השטן ומשמיד היהודים השיג, חתם ותרם להיסטוריה מר בן-גוריון וחבריו.
כאשר הגיע היטלר לשלטון, קם העם היהודי והכריז חרם עד חרמה על המשטר הנפשע ההוא. זאב ז'בוטינסקי באירופה ועורך-הדין אוגטרמאייר באמריקה יצאו בקריאה לכל היהודים ולכל אנשי הרצון הטוב בעולם כולו להחרים תוצרת גרמנית, ללחום עד הסוף נגד המפלצת הזאת שקמה על עמנו ועל עמים אחרים. והיה זה מר בן-גוריון וחבריו אשר חתמו על ההסכם עם היטלר והימלר, שברו את החרם היהודי, הציפו את המזרח התיכון ואת העולם כולו בסחורות גרמניות. והעמים האחרים התבוננו ושאלו: אם היהודים, אם הציונים, יכולים לעשות עסקאות ומסחר עם הגרמנים הנאצים, מה אנחנו כי לא נעשה הסכמים אתם? אבל אין זה סוף פסוק.
ב- 26 באוגוסט 1935 עמד מר בן-גוריון בלוצרן, במסיבת עתונאים, ומסר הודעות שפורסמו למחרת היום בעתון הגולים הגרמניים בפאריס "פאריזר טאגבלאט". ואני אקרא את דבריו של מר בן-גוריון כפי שנמסרו: "ההסתדרות הציונית מייצגת את העם היהודי. היא מחוייבת אפוא לעמוד ביחסים עם גרמניה כמו עם שאר הארצות. על כן במות הינדנבורג שלחה ההסתדרות הציונית מברק תנחומים להיטלר. לפיכך לא ייתכן שימשיכו בטון חריף זה כלפי גרמניה בנאומי הקונגרס. התעמולה נגד גרמניה צריכה להיפסק מפני שיש צורך לקיים יחסים טובים עם המדינה הזאת". יחסים טובים - עם איזו מדינה? של היטלר, של גסטאפו, של דאכאו, של חוקי נירנברג, של תכנון השמדת היהודים? מר בן-גוריון, בשנת 1935, חינך את הדור ודרש מן ההסתדרות הציונית ומן העם היהודי באוזני העולם כולו לעמוד ביחסים טובים עם המדינה ההיטלריסטית הנאצית, אשר בית-המשפט העליון בירושלים קבע שהיא לא היתה אלא חבר פושעים אחד. אבל אולי "פאריזר טאגבלאט" לא צדק?
ב- 27 באוגוסט 1935 פרסם העיתון שלך, מר פרס - אתה הייתה אז צעיר מאד ולא שמעת כלל על דברים אלה- העיתון ששמו "דבר", את הרשימה הבאה: "בן גוריון אמר כי ארצות המתנגדות לגרמניה ואפילו רוסיה הסובייטית לא הפסיקו את היחסים עם הנאצים, אם כי תולים שם קומוניסטים. עם הציונות מוטלות חובות של מדינה, ולכן אינה יכולה לעורר קרב בלתי אחראי נגד היטלר כל עוד הוא ראש מדינה". שמעתם, חברי הכנסת? מאחר שהיטלר היה לראש מדינה ומאחר שניתן לו כוח להשמיד את העם היהודי ועמים אחרים, אומר מר בן גוריון שאסור לערוך נגדו "קרב". הוא קרא להשלים עם היטלר כראש מדינה בשנת 1935.

Madam Chairwoman, the shame and disgrace of sending Uzis, shells, and uniforms to the German army, whose senior commanders all served Hitler, the exterminator of the Jews; who commanded or supervised their extermination personally, even in the days when German citizens whose criminal activity the German people and government are responsible for - according to a unanimous decision of the Knesset - are supplying Hitler of today, Abdel Nasser, with weapons for the mass destruction of the remnants of our people; - this disgrace, which we propose to discuss, is related to the general relations with Germany. I admit and confess that in my perception of these relations, I have never been and am not a partner in the assessment of the person who bears decisive responsibility for this double and disgraceful deal.
No wonder. Mr. Ben-Gurion, Madam Chairwoman, is one of those at whose initiative and with whose consent the first agreement in the history of the generation was signed with Hitler and his government. Indeed, the English in naval matters, the French and the English in Munich, the Russians in Moscow, signed agreements with the Nazis, and in those days they all claimed that these agreements were a necessity of the time and for the supreme interest of their peoples, just as they claim today regarding that Agency-German-Nazi agreement. But the shocking fact is that the first agreement with the offspring of the devil and the exterminator of the Jews was achieved, signed, and contributed to history by Mr. Ben-Gurion and his colleagues.
When Hitler came to power, the Jewish people rose up and declared a complete boycott of that criminal regime. Ze'ev Jabotinsky in Europe and the lawyer Augtermayer in America called on all Jews and all people of goodwill in the entire world to boycott German products, to fight to the end against this monster that rose up against our people and other peoples. And it was Mr. Ben-Gurion and his colleagues who signed the agreement with Hitler and Himmler, broke the Jewish boycott, and flooded the Middle East and the entire world with German goods. And the other nations watched and asked: If the Jews, if the Zionists, can do business and trade with the German Nazis, why shouldn't we make agreements with them? But this is not the end of the story.
On August 26, 1935, Mr. Ben-Gurion stood in Lucerne, at a press conference, and delivered announcements that were published the next day in the German exiles' newspaper in Paris, "Pariser Tageblatt." And I will read the words of Mr. Ben-Gurion as they were delivered: "The Zionist Organization represents the Jewish people. It is therefore obligated to maintain relations with Germany as with other countries. Therefore, upon Hindenburg's death, the Zionist Organization sent a telegram of condolences to Hitler. Therefore, it is impossible to continue in this harsh tone towards Germany in the Congress speeches. The propaganda against Germany must stop because it is necessary to maintain good relations with that country." Good relations - with which country? Of Hitler, of the Gestapo, of Dachau, of the Nuremberg Laws, of the planning of the extermination of the Jews? Mr. Ben-Gurion, in 1935, educated the generation and demanded from the Zionist Organization and from the Jewish people in the ears of the whole world to maintain good relations with the Hitlerist Nazi state, which the Supreme Court in Jerusalem determined was nothing but a gang of criminals. But maybe "Pariser Tageblatt" was wrong?
On August 27, 1935, your newspaper, Mr. Peres - you were very young then and did not hear about these things at all - the newspaper called "Davar," published the following list: "Ben-Gurion said that countries that oppose Germany, and even Soviet Russia, have not stopped relations with the Nazis, even though they hang communists there. Zionism has state duties, and therefore it cannot provoke an irresponsible battle against Hitler as long as he is the head of state." Did you hear, Members of Knesset? Since Hitler was the head of state and since he was given the power to destroy the Jewish people and other peoples, Mr. Ben-Gurion says that it is forbidden to wage a "battle" against him. He called for reconciliation with Hitler as head of state in 1935.
