The Mishna [Sanhedrin 20b] says ופורץ לעשות לו דרך ואין ממחה בידו - A King can break through someone's property and make a path for himself and nobody can protest.
If we are told that it is permitted to make this path then it is obvious that nobody can protest. So why is that mentioned.
