ואהבת את ה' א-להיך בכל לבבך.
The Gemara says that בלבבך refers to both יצרים. Love Hashem with your יצר הרע and יצר הטוב.
So לא תשנא את אחיך בלבבך
Don't hate your friend both w/ your יצר הרע and even your יצר טוב that tells you [falsely] that your friend is worth hating [for *frum* reasons].
