Rav Moshe Hirshman Shlita related that he asked Rav Elyashiv about 46 years ago if one makes a hamotzi if he eats a shiur קביעות סעודה of Yerushalmi Kugel. Rav Elyashiv asked him what Yerushalmi Kugel is [!!!]. The Rebbetzin said "Nu, what I serve you on Shabbos morning at this and this time". He said that since it looks enough like bread [תוריתא דנהמא] and you cut it with a knife, if one eats a shiur then he makes hamotzi.
[If he eats a smaller, regular amount then of course the bracha is mezonos. I must note that this is a big chiddush and I don't believe that people follow this psak].
