At the 3rd knessiah gdola that took place in Merinbad and was attended by thousands of people, there were certain rabbonim who expressed sharp criticism. Rav Menachem Zemba [Hashem yinkom damo] stood up to speak and said that Rashi explains [Shmos 18/1] that Yisro was was called that because he added [yeesair] a parsha in the Torah, the parsha of ואתה תחזה - you [Moshe] should see and appoint judges. Asked R' Zemba - The parsha started earlier with the words ויאמר חותן משה אליו לא טוב הדבר אשר אתה עושה נבול תבול - "Yisro told Moshe that it's not good what you are doing, you are going to be worn out [judging the jews all day]" and only a few psukim later he said ואתה תחזה. So why does Rashi call the parsha ואתה תחזה?
He answered that Rashi is teaching us that ANYBODY can criticize, even the best things. Moreover לא טוב - "it's not good" is not important enough to be considered a parsha unto itself. לא טוב has no independent value because all it does is negate and nullify the present reality. Therefore לא טוב doesn't count as a parsha and only when Yisro gave practical advice [ואתה תחזה where he told Moshe to appoint judges] to improve the situation can we consider his words an extra parsha.
